Major Update — Telenor Pakistan Merger Into Ufone Is Now Complete

On 1 July 2026, the Islamabad High Court granted final statutory approval for the merger, and Telenor Pakistan officially ceased to exist as a separate legal entity. Its mobile network, spectrum, infrastructure, and subscribers are now fully integrated into Pak Telecom Mobile Limited (PTML), the company operating Ufone.

As part of the approval, the Competition Commission of Pakistan (CCP) required PTCL and PTML to operate as separate companies with independent Boards of Directors and Chief Executive Officers. This means PTCL no longer manages the merged mobile business on a day-to-day basis.

Following the merger, Ufone relocated its corporate headquarters to Telenor Pakistan's former "345" Headquarters in Gulberg Greens, Islamabad. PTML has also submitted a request to rebrand the combined mobile operator as "e&", reflecting the Etisalat group identity. However, the Pakistan Telecommunication Authority (PTA) has not yet approved this rebranding due to pending SECP notifications and unresolved legal matters.

✅ Important for Ufone Customers Your Ufone SIM verification methods, ownership checks, biometric registration process, USSD codes, SMS services, My Ufone App, and customer support procedures remain exactly the same. The corporate merger does not change how you verify or manage your SIM.

Ufone SIM Owner Details

Ufone (officially Pak Telecom Mobile Limited — PTML) is now Pakistan’s second-largest mobile operator following the completion of its merger with Telenor Pakistan on July 1, 2026. Before the merger, Ufone had a subscriber base of roughly 30 million, including 21 million 4G/LTE subscribers, and a 13% market share; Telenor Pakistan separately had 43 million subscribers (29 million on 4G) and a 22% share. Combined, PTML now commands approximately 36% of Pakistan’s mobile market — out of 206 million total mobile subscribers nationwide as of May 2026 (PTA) — putting it just behind Jazz. Ufone itself was founded in July 1998 and began commercial operations in January 2001 as a subsidiary of PTCL. In 2026, Ufone’s position in the market has been reshaped by two major developments: it acquired 180 MHz of spectrum (120 MHz in the 3.5 GHz band and 60 MHz in the 2.6 GHz band) in PTA’s 2026 NGMS/5G auction — the largest 3.5 GHz holding of any Pakistani operator — and, as of July 1, 2026, it has fully absorbed Telenor Pakistan, which no longer exists as a separate legal entity. The combined operator is applying to rebrand as “e&”, though PTA has paused that request pending regulatory clearance.

Ufone SIM owner details refer to the identity and registration information tied to any Ufone SIM card — the registered CNIC holder’s name, masked CNIC number, activation date, biometric verification status, and UPaisa mobile wallet connection. Like every Pakistani SIM, all Ufone numbers are permanently linked to CNICs through NADRA’s biometric verification system. This system came under real scrutiny in 2025: PTA fined Ufone Rs 77.8 million after a duplicate SIM was issued to a subscriber without consent, leading to Rs 8.5 million in banking fraud through intercepted OTPs — PTA specifically found that Ufone’s Live Finger Detection (LFD) safeguard had been ineffective in that case.

⚠️ New Rule: 7-Day Wait Between New SIM Activations

PTA introduced a cooldown period between successive brand-new SIM activations on the same CNIC. This restriction applies only to newly activated SIMs and does not affect Mobile Number Portability (MNP) transfers.

The purpose of this rule is to reduce bulk fraudulent SIM registrations. Users planning to activate a new Ufone or ONIC SIM shortly after another new activation may need to wait until the cooldown period ends.

🔒 Important Security Reminder
Always keep your Ufone or ONIC SIM registered under your own CNIC. Biometric verification helps protect your identity, mobile accounts, and linked services such as UPaisa.
